Eric Samuels, Director of Continuum of Care Programs. The Balance of State Manager is responsible for guiding the 202  counties within the Texas Balance of State CoC (TX BoS CoC) through the Continuum of Care Planning process and providing guidance to the HMIS Coordinator in the implementation of a Homeless Management Information System in the TX BoS CoC. Mr. Samuels has over ten years of experience working with local, state and national organizations on the development of services and shelter for homeless individuals and families. Mr. Samuels holds a Master of Arts in Sociology from Texas State University.
