2005 HUD SuperNOFA Released

HUD has announced the SuperNOFA for FY 2005 funding, which includes Continuum of Care (CoC) programs. The deadline for CoC applications is June 10. The full announcement can be accessed here.

Changes to this year’s CoC application process include:  

A CoC hold harmless provision:  In prior years, pro-rata need for a continuum would be adjusted upward if the continuum had more SHP renewals than their pro-rata need. This year, the pro-rata need will be adjusted upward for all SHP projects that are eligible for renewal, but the community can choose not to fund those SHP renewals and instead fund some other new priority.  

Samaritan initiative/Permanent housing bonus: the permanent housing bonus has been modified for this year. The amount of the bonus is capped at 15 percent of a community’s pro-rata need (before adjustment for renewals) or $6 million, whichever is lower. The bonus only applies to projects that exclusively serve chronically homeless people. Up to 20 percent of the bonus can be for case management costs.  

New permanent housing projects can no longer serve people who are currently housed but may become homeless within seven days.  New SHP projects must have grant terms of two or three years.  

The scoring system has been modified. Housing activities are now worth 12 points instead of 10; performance is worth 8 points instead of 5; and leveraging supplemental resources is worth 8 instead of 13.  

There are several modifications to different charts and narratives, including a new logic model and a new ethics agreement, and changes to the discharge planning narrative, service activity chart, and gaps analysis.  

Housing for People who are Homeless and Addicted to Alcohol  

Separate from the Continuum of Care portion of the SuperNOFA is a NOFA for $10 million for “Housing for People who are Homeless and Addicted to Alcohol.”  The full announcement can be accessed at: http://www.hud.gov/offices/adm/grants/fundsavail.cfm. Funding will go to approximately 10 communities for “provide supportive housing assistance to chronically homeless persons who have been living on the streets for at least three hundred sixty-five (365) days over the last five (5) years and have a long term addiction to alcohol, otherwise known as serial inebriates.”

Community Development

Rural Business Enterprise Program

Deadline: May 16, 2005

Eligibility: Organizations that operate in multi-state areas.

Fund uses: To improve the economic conditions of rural areas by providing on-site technical assistance to local and regional governments, public transit agencies and related nonprofit and for-profit organizations; develop training materials; and provide training assistance to local officials and agencies in rural areas.


Health

Team Nutrition Training Grants

Deadline: April 18, 2005

Eligibility: State agencies that administer the National School Lunch Program and/or the Child and Adult Care Food Program.

Fund Uses: To improve children’s lifelong eating and physical activity habits using the most current Dietary Guidelines for Americans.

Housing Choice Voucher Family Self- Sufficiency Program Coordinators

Deadline: May 20, 2005

Eligibility: Public housing authorities

Fund uses: To employ program and homeownership coordinators for the Housing Choice Voucher Family Self-Sufficiency program.

Rural Housing and Economic Development Program

Deadline: May 17, 2005

Elibility: Rural nonprofit organizations, community development corporations. Indian tribes, state housing finance agencies, and state community and/or economic development activities in rural areas throughout the nation.

Fund uses: To support innovative housing and economic development activities in rural areas throughout the nation.

Section 515 Rural Rental Housing Program

Deadline: May 13, 2005

Eligibility: Public and private nonprofit organizations, and Indian tribes.

Fund uses: To provide rental or cooperative housing and related facilities in rural areas for very low, low or moderate-income persons or families.

Americorps National Direct Professional Corps-

Deadline: May 3, 2005.

Eligibility: State, local, and tribal governments, nonprofit organization, institutions of higher education, tribal organizations, and public and Indian housing authorities.

Fund uses: To provide needy communities with adequate numbers of professionals.
