Notice of Funding Availability Housing Search Assistance Program Fiscal Year 2001

SUMMARY: The purpose of the Housing Search Assistance Program (HSAP) is to assist housing-choice- voucher families in expanding their housing opportunities and in accessing lower-poverty neighborhoods through their receipt of housing counseling and supportive services from public housing agencies (PHA) partnering with nonprofit organizations. The counseling services will provide eligible families with information about a wide range of housing options, including options in lower-poverty neighbor- hoods, so that the families may make informed decisions in selecting housing and move closer to job sites, public transportation, shopping, schools, training opportunities and family/ friends support networks. The program will also provide supportive services to help recipients comply with private owner rental lease requirements, housing quality standards (HQS) and other family obligations under the voucher program, remain stably housed, and successfully adjust to their new communities.
Available Funds: The approximately $10 million in housing-choice-voucher program administrative fees available under this NOFA will support funding for up to 15 eligible applicants for three years for HSAP activities.
Eligible Applicants: Public Housing Agencies (PHAs) that submit an application with one or more nonprofit organizations as the co- applicant (including but not limited to faith-based and other community-based organizations) for the provision of housing counseling services and related supportive services. Indian Housing Authorities (IHA), Indian tribes, and their tribally designated housing entities are not eligible. The Native American Housing Assistance and Self- Determination Act of 1996 does not allow HUD to enter into new Section 8(housing choice voucher) annual contributions contracts with IHAs after September 30.

State Health Department Seeks Minority HIV Prevention Partners

ELIGIBILITY: Nonprofit minority organizations with an interest in performing HIV prevention activities in communities of color. Not all nonprofit agencies are currently in a position to compete. The TDH is making available capacity-building grants in 2002 to allow nonprofit organizations to develop their skills and resources to enable them to do HIV prevention work.
PURPOSE: The Texas Department of Health is seeking contracts with nonprofit minority organizations with an interest in performing HIV prevention activities in communities of color. Approximately $20 million will become available during 2002 to fund HIV prevention programs among high-risk populations across the state. Grants will be awarded to dozens of nonprofits, health departments and universities to provide health education, risk reduction, prevention counseling and partner services to persons with high risk behaviors such as male-with-male sex, injecting drug use, and female-with-male sex. Over 70 organizations are currently funded for these services, but all current contracts will be open for competition in 2002. Due to the increased rate of HIV among African-American men and women over the past few years, it has become critically important to address the HIV prevention needs of African- Americans who practice risky behaviors that can lead to HIV infections.

Barbara Bush Foundation for Family Literacy Announces 2002 National Grant Competition

The Barbara Bush Foundation for Family Literacy (http://www.barbarabushfoundation.com/) has announced its 2002 national grant competition. The grantmaking program seeks to develop or expand projects that are designed to support the development of literacy skills for adult primary caregivers and their children. A total of approximately $500,000 will be awarded; no grant request should exceed $50,000. In order to be eligible an organization must have been in existence for two years; have maintained fiscal accountability; have an instructional literacy program that has operated for at least two years and includes one or more components of a family literacy program, specifically, literacy for adults, parent education, pre-literacy, or literacy for children, or inter-generational literacy activities; and have maintained current nonprofit or public status for at least two years as of the date of the grant application.

PURPOSE: To support grassroots charities serving the overlooked needs of women and children. Currently, the WHO Foundation is funding 13 charities across the nation to provide health and dental care, mentoring/leadership programs for youth, adult basic education, support for victims of sexual assault and more. The WHO Foundation was established in 1993 by Jinger Heath, chairman of BeautiControl.
