Alamo
This region consists of eight counties in central Texas. Two areas are beginning to form coalitions, in the New Braunfels area and in the Kerrville area. Plan for Homeless Count: count will be conducted for all sheltered homeless in eight counties, with an unsheltered count in Comal County. Project Interests: Developing transitional housing programs for domestic violence victims and for youth aging out of foster care.
Deep East Texas
This region includes thirteen counties. It started very strong but with Katrina and Rita, their focus has been more on evacuees rather than CoC planning. However, there is participation from all counties included in the region. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Walker County (Huntsville).
Heart of Texas
This region includes only six counties, none of which are contiguous so service areas are not overlapping. However, two coalitions are emerging in Ennis County and in Brown County. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Brown County. Project Interests: project interest is on transitional housing.
Northeast Texas
This region includes fourteen counties and one existing coalition, the Texarkana Homeless Coalition. Because the city of Texarkana sits on the state line with Louisiana, the BOS region will include Texarkana, Arkansas and Miller County, Arkansas. This coalition has applied for CoC funding in 2004 and 2005, and they received a 2004 grant for HMIS. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Bowie County (Texarkana). Project Interests: Possible projects included permanent supportive housing for mentally ill and transitional housing for families.
Panhandle
This region is the largest in the Balance of State with forty counties. One existing coalition is participating, the South Plains Homeless Consortium. Potter County is participating, but the City of Amarillo and the Amarillo Coalition for the Homeless will continue indepedently. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Lubbock County.
Rio Grande
This region includes thirty-three counties and three existing coalitions: the Laredo Homeless Coalition, the Cameron County Homeless Partnership, and the Hidalgo County Coalition for the Homeless. The Cameron and Hidalgo counties are working to merge and form the Homeless Network of the Rio Grande Valley. Since both of these are established, it will take time and effort to restructure the CoC process in this area. A huge issue in this region is that a large portion of the homeless in the region (in the colonias) are not recognized by HUD as homeless. One new coalition has formed in Carrizo Springs. There are a few counties in this region that are still not represented by an agency. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Webb County (Laredo) and possibly Hidalgo and Cameron Counties.
Rural West Texas
This region includes thirty-nine counties, most of which are large rural counties with very few service providers. The region includes two existing coalitions, the Midland Homeless Coalition and the Odessa Coalition for the Homeless. Two new coalitions are forming in San Angelo and Big Spring. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Ector County (Odessa), Midland County (Midland), and Howard Counties (Big Spring). Project Interests: The VA Hospital in Big Spring wants to develop a transitional housing program for veterans
South Central Texas
This region includes eleven counties and stretches from central Texas to the coast. A new coalition has formed, the Tri-County Homeless Coalition, covering Bastrop, Fayette, and Lee counties. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Waller County (Hempstead), Bastrop, and possibly Williamson Counties. Project Interests: project interest is primarily for transitional housing for families and domestic violence victims.
Texoma
This region includes six counties on the Oklahoma border. There is a good mix of membership among nonprofits, government agencies and local churches. Plan for Homeless Count: count will be conducted for all sheltered homeless in region, with an unsheltered count in Grayson and Cooke counties. Project Interests: developing a housing project that will have transitional and permanent supportive housing in the same facility. There is also interest in developing several job training programs – culinary arts and woodworking. The culinary arts program will eventually open a small restaurant. They are also looking at developing a resale store to generate additional income for the program.
