Central Texas Homeless Alliance

Family Promise of East Bell County received their first grant for homeless services from United Way of Central Texas!! Family Promise is an association of local churches which volunteer their space, time, and talents to house homeless families.


Gregg Harrison Homeless Consortium

As an out growth of the Gregg Harrison Homeless Consortium (the regional Homeless Continuum of Care entity), the Sabine Valley Center (area public Mental Health and Substance Abuse Service provider), Special Health Resources for Texas (regional non profit HIV/AIDS service provider) and Newgate United Methodist Mission of Longview (faith based homeless service provider) have formed the Piney Woods Coalition. The purpose of the Coalition is to effectively manage a comprehensive treatment service system linked to an array of residential options necessary to promote housing access and tenure for homeless persons with co-occurring disorders who reside in the six (6) county service area. This represents a critical component of the overall strategy to end homelessness in East Texas. In October 2004, the Coalition received grant funding in the amount of $398,000 per year for five (5) years from the Substance Abuse and Mental Health Service Administration (SAMHSA) to fund treatment services.
The Coalition Project serves homeless adults with severe (Quadrant IV) co-occurring psychiatric and substance abuse disorders who meet at least one of the following criterion:

  • Are chronically homeless, or,
  • Have a diagnosis of HIV/AIDS; or,
  • Have had multiple court committed state hospital admissions.

Key service components necessary to meet project outcomes include:
  • An Assertive Community Treatment (ACT) team that provides a wrap around, evidenced based system of outreach, treatment, and comprehensive case management services available 24/7 through a team approach to effectively treat both disorders.
  • The ACT Team is embedded within multiple systems of regional and mainstream services to insure members of the target population have maximum access to essential services.
  • The ACT team strategically link systems of treatment, rehabilitation, medical, and social services to an array of housing options so as to promote housing access and tenure.

The Coalition has an effective balance of faith based and non profit organizational collaboration to strategically link a comprehensive service system with an array of housing options in order to promote housing access and tenure by very vulnerable homeless persons with co-occurring disorders.

Gulf Coast Homeless Coalition

The Gulf Coast Homeless Coalition held its annual homeless count on January 27th. The coalition meets every third Wednesday at 2:00 p.m. The next meeting is scheduled for February 16th.

The Smith County Homeless Coalition

As this newsletter is going to print, the Smith County Homeless Coalition is preparing to conduct the annual Homeless Count on Saturday, January 29th. The coalition members have really come together to gather donations for goody bags to hand out during the survey process...everything from socks to soap. LaJuan Scott, who is the chair of the survey committee, has done an amazing job in leading her group and coordinating the survey planning. The City of Tyler has also been an awesome ally during this process.

Montgomery County Homeless Coalition

Montgomery County conducted its second street homeless count on Thurs., Jan. 27th. Our next coalition meeting is scheduled for Tuesday, April 26, 2005, beginning at 1:30 p.m., 1022 McCall Street, Conroe, Texas.
