Emergency Shelter

The Texas Department of Housing and Community Affairs (TDHCA) recently sent a notice of fund availability to all organizations on its Emergency Shelter Grants Program (ESGP) mailing list. If you are interested in receiving an ESGP application and did not receive the form, you should contact TDHCA and request an application (see contact information below). The FY 2001 ESPG will be mailed December 15th, 2000. The ESGP funds originate from the US Department of Housing and Urban Development (HUD). HUD has not notified TDHCA of the ESGP allocation for FY 2001.

Each year TDHCA obligates the ESGP funds using a statewide competitive application process. To insure equitable geographic distribution, funds are reserved for each of the 11 TDHCA planning regions based on the poverty population in each region. Eligible applicants include local government agencies or private, nonprofit organizations, if the application is approved by the city or county in which the activities take place. Additionally, an organization must provide for participation of a homeless or formerly homeless individual on its board of directors or other policy-making entity order to be eligible to apply for ESGP funds.

FY 2001 ESGP applications are due to TDHCA on February 21st, 2001. TDHCA will conduct an application workshop on Monday, January 8th. 2001 at the at the Holiday Inn South in Austin. Specific workshop information is contained in the ESGP application. Obligation of funds usually occurs in May and the FY 2001 ESGP contracts will begin mid August. For more information about ESGP funds or to receive an application contact Dyna Lang at TDHCA at 512-475-3905 (dlang@tdhca.state.tx.us) or Debbie Glover at 512-475-4618 (dglover@tdhca.state.tx.us).
