The deadline is to be announced, and the amount is not yet specified for minority grants. ELIGIBILITY: Nonprofit, minority organizations with an interest in performing HIV prevention activities in communities of color. Not all nonprofit agencies are currently in a position to compete. The TDH is making available capacity-building grants in 2002 to allow nonprofit organizations to develop their skills and resources to enable them to do HIV prevention work.

PURPOSE: The Texas Department of Health is seeking contacts with nonprofit minority organizations with an interest in performing HIV prevention activities in communities of color. Approximately $20 million will become available during 2002 to fund HIV prevention programs among high-risk populations across the state. Grants will be awarded to dozens of nonprofits, health departments and universities to provide health education, risk reduction, prevention counseling, and partner services to persons with high-risk behaviors such as male-with-male sex, injecting drug use, and female-with-male sex. Over 70 organizations are currently funded for these services, but all current contracts will be open for competition in 2002. Due to the increased rate of HIV among African-American men and women over the past few years, it has become critically important to address the HIV prevention needs of African Americans who practice risky behaviors that can lead to HIV infection. HIV is still deadly and there is no cure, nor is there any vaccination to prevent it. The only weapon is to prevent it, using proven prevention methods.

The Office on Women's Health (OWH) through Program Support Center, Division Acquisition

Management intends to award a twelve-month Simplified Acquisition for Professional Services. The Contractor shall provide professional service in developing and implementing a model mentorship program and offer technical assistance in the areas of administration and program development to enhance community-based and womenÕs organizationsÕ capacity to deliver HIV/AIDS secondary prevention services to minority women in both urban and rural environments. Executive Office of the President and the Justice Department

Normal Continuum of Care Coalitions Ðespecially those in rural and small town areas Ðcould be ideal candidates for this $100,000 funding grant to increase the impact on youth in the community. This is a good example of potential funding from other Federal Departments (outside of HUD) to address community based problems that cause or contribute to homelessness. As this NOFA was issued by the Executive Office of the President and the Justice Department, this program will be expecting faith-based and community-based nonprofits to apply for funding. Department of Veterans Affairs Health Care for Homeless Veterans

VA's Homeless Providers Grant and Per Diem Program is offered annually (as funding permits) by the HCHV Programs to fund community agencies providing services to homeless veterans. The purpose is to promote the development and provision of supportive housing and/or supportive services with the goal of helping homeless veterans achieve residential stability, increase their skill levels and/or income, andobtain greater self-determination. Only programs with supportive housing (up to 24 months) or service centers (offering services such as case management, education, crisis intervention, counseling, etc.) are eligible for these funds. The program has two levels of funding: the Grant portion and the Per Diem portion. Applications are not accepted until the Notice of Funding Availability (NOFA) is published, which usually occurs between January and March for the Grant portion of the program. A separate "Per Diem Only" NOFA could be offered at other times depending on fund availability. Funds will be awarded to programs determined to be the most qualified. The Aspen Institute Roundtable on Comprehensive Community Initiatives for Children and Families

A Small Grants Program competition will fund research to develop and test innovative ways of measuring social capital and community capacity at the community level. Using funds provided by the Annie E. Casey Foundation and the John D. and Catherine T. MacArthur Foundation, the Roundtable expects to make 6-10 awards of $50,000 each and 1-3 awards of $100,000 each for the period January 1, 2002 to December 31, 2002. We are soliciting applications from researchers, practitioners, and community groups who have research capacity or research partnerships. Initial concept papers (no more than 3 pages in length) describing the proposed research are due by Ju1y 13, 2001. Finalists will be asked to submit a 10-page proposal in the fall. Understanding the Capital Campaign
