On average, El Paso's homeless population numbers about 10,000 annually-500 of which are children and youth attending district schools. A plan recently presented to the City Council asserts that the problems associated with chronic homelessness, including untreated mental illness, can be resolved in ten years. That plan, outlined in an 18-page document titled Border Solutions, was recently featured in an April 6, 2004, article by ABC affiliate KVIA in El Paso. The first of the plan's 27 goals-to secure permanent housing for the homeless population-would pave the way for eliminating other issues contributing to homelessness. A later meeting before the Council is planned that will address funding and implementation.
