Housing Solutions
Housing Solutions is our initiative to help communities across Texas fill the gaps that prevent families from finding stable housing. By combining research, innovation, and on-the-ground partnerships, we support local efforts to expand access to affordable housing, strengthen services, and create lasting pathways out of homelessness. Our approach is centered on collaboration—working with agencies, providers, and community leaders to ensure every person has a safe, stable place to call home.

Collaborate with community based organizations and Texans to identify moments that hinder crisis resolution and develop tools which empower Texans during crisis episodes.
Housing Solutions is currently piloting two projects seeking to expedite service delivery for agencies and families while easing the many burdens experienced by these parties.

Innovation Fund
Texas Homeless Network (THN) launched Innovation Funds in 2026, following a Notice of Funding Opportunity (NOFO) release in 2025. The NOFO was limited to the areas of Texas where Families need support most, but THN is determined to expand the program to families across Texas following the pilot outcomes. The following six agencies were awarded grants of flexible funding to quickly stabilize families who are literally or at-risk of homelessness:
- Catholic Charities of Laredo – Laredo, TX
- Catholic Charities of Rio Grande Valley – Hidalgo, TX
- Ground Floor Collective – Texarkana, TX
- Laredo Housing Authority – Laredo, TX
- Midcoast Family Center – Victoria, TX
- Salvation Army of Mcallen – McAlllen, TX
What Innovation funds do:
- Provides private, flexible dollars to quickly meet family needs that other funding sources can’t cover.
- Helps families avoid or exit homelessness by covering urgent costs like rental arrears, landlord incentives, moving expenses, application fees, utility payments, or document replacement.
- Prioritizes families with young children (ages 0–5), recognizing the profound impact housing instability has on child development.
Family Trust
In 2025, Texas Homeless Network (THN) sought proposals from qualified organizations to partner with the THN Housing Solutions team to support local families being served by the Family Trust initiative. The objective of this partnership is to bolster the strategic investments THN will be making directly to families by offering support services and collaborative case conferencing.
THN is very proud to be in partnership with the Laredo Housing Authority to pilot Family Trust. The Laredo Housing Authority exemplifies how Housing Authorities should collaborate with regional agencies to support families in crisis.
What Family Trust does:
- Support local families: Break homelessness at its roots by funding their journey to stability.
- Secure brighter futures: Ensure children grow, thrive, and break free from the lasting impact of homelessness.
- Family-first focus: little ones first (ages 0–5), then families with older children, then all family structures.
Housing Solutions is prepared to begin onboarding families into Family Trust in Mid-May with outcomes to follow after participants have completed one full year in program.

Housing Solutions was founded in 2024 following the Day 1 Families Fund award granted by the Bezos Foundation to Texas Homeless Network. The grant provided the financial foundation for Texas Homeless Network to begin offering direct support in addition to their work in advocacy, system coordination, and data collection
